Docket PCD-26-03: Zoning Code and Comprehensive Plan Amendments

The public hearing covers changes to all major articles of the Zoning Code — general provisions, administration, single-family, multi-family, commercial, industrial, and institutional district standards, overlay districts, sign standards, and definitions. Staff say the amendments fix typographical errors and restore language inadvertently dropped when the current Zoning Code was adopted. Docket PCD-26-01: 608–610 Sanders Road Three-Lot Subdivision (Continued)

M&D Builders, LLC is seeking voluntary annexation into Northbrook and rezoning of 608–610 Sanders Road to the R-6 Single Family Residential District, plus a combined tentative and final plat for a three-lot subdivision. Additional relief requested includes permission to place stormwater detention in an easement rather than an outlot and a waiver of the requirement to underground public utility facilities. Plan Commission, 19 May 2026: Downtown Density Debated as Key to Growth

The Northbrook Plan Commission approved sweeping corrections to the Village Zoning Code and Comprehensive Plan, and held a wide-ranging discussion on whether adding hundreds of downtown housing units is the key to attracting the retail businesses residents want.

Zoning Code and Comprehensive Plan Text Amendments (Docket PCD-26-03)

The Village itself filed this application to fix typographical errors and restore language accidentally left out when the new Zoning Code was adopted. Deputy Director Michaela Kohlstedt walked commissioners through proposed changes to all major articles of the code and minor updates to the Comprehensive Plan's introduction, first element, and Downtown Area Policies. One resident, John Lynk of 942 Whitfield Road, asked that a policy statement be moved from the Downtown Area section to the plan's Overall Community Goals, but staff declined, explaining that adding a new community goal would be a substantive amendment requiring a more extensive process. The Commission voted 6–0 to approve the resolution as submitted by staff, with one edit: street names in the Comprehensive Plan will be replaced with a reference to the Village Green Overlay.

608–610 Sanders Road Three-Lot Subdivision (Docket PCD-26-01)

M&D Builders, LLC is seeking voluntary annexation into Northbrook, rezoning to R-6 Single Family Residential, and several subdivision code variances to allow a three-lot split at 608–610 Sanders Road. The public hearing, which had already been continued once, was moved again — this time to the July 21, 2026 Plan Commission meeting. The Commission voted 6–0 in favor of the continuance.

Downtown Northbrook Density and Economic Development Discussion

Commissioners reviewed an abbreviated video of a presentation by Planning Director Amy McEwan, originally given at the April 28 Village Board meeting, on the strategic vision for Downtown Northbrook. Deputy Director Kohlstedt stressed that attracting and keeping the kinds of commercial tenants residents want requires meaningfully increasing residential density downtown, because national retailers use localized population counts to judge market viability. Chairman Elisco noted that adding 500–600 housing units downtown would strengthen Northbrook's competitive position for corporate tenants, pointing back to the 2012 Downtown Plan as a blueprint. Commissioners raised questions about school-district impacts — Kohlstedt confirmed that specific luxury projects heading to the May 26 Village Board for preliminary review are not expected to attract families with school-age children — and about the shortage of smaller single-family ranch homes and alternatives for aging residents who do not want to move into multi-family buildings.

Community Planning Report: Key Village Board Actions

Jennifer Holtz has been appointed as the new Building Official following the retirement of the previous official at the end of April. The Village Board approved the Mariano's gas station project at its April 28 meeting and adopted a new annual fee ordinance effective June 1, 2026. A proposal for a High Five Sports fitness facility at 3451 Commercial Avenue was not well received by the Board due to surrounding land-use conflicts and the need for a zoning code amendment. At its May 12 meeting, the Board directed staff to draft a purchase and sale agreement with Habitat development company for 1657 Shermer Road — a mixed-use project of luxury apartments and commercial space — and authorized the Village Manager to sign a letter permitting Habitat to apply for preliminary review.
