Manager's Report — 19 Jun 2026: Northbrook Lands GFOA Triple Crown Among Only 441 Governments Nationwide
The Village earned the Government Finance Officers Association's Triple Crown for fiscal year 2024 — one of just 441 recipients out of more than 90,000 U.S. local governments — while infrastructure projects progressed on multiple fronts and a packed summer events calendar kicked off.

GFOA Triple Crown
Northbrook received all three GFOA fiscal awards in the same year: the Certificate of Achievement for Excellence in Financial Reporting, the Popular Annual Financial Reporting Award, and the Distinguished Budget Presentation Award. Earning all three in a single fiscal year qualifies a government for the rare Triple Crown designation.
Sales Tax Collections
Collections through June 2026 (liability month March 2026) totaled $1,823,672, down $85,428 (about 4.5%) from the same month the prior year. Year-to-date through eleven months of FY26, however, totals $20,200,946 — up roughly 11.2% from $18,165,839 in the same FY25 period. Figures include the 1% municipal, 1% home rule, 1% local grocery, and 3% local cannabis taxes.
Waukegan Road Patching Postponed Again
Roadway patching on Waukegan Road — already delayed once — was postponed a second time due to weather and is now tentatively rescheduled for the week of July 6, 2026.
2026 Asphalt Street Rehabilitation Program
Temporary stone access ramps at driveway crossings were completed this week where new curb was recently poured, and crews began removing curb on the opposite side along Woodhead Drive, Eva Drive, and Surrey Lane. New curb installation and storm sewer structure adjustments were expected to finish by week's end, with pavement milling to follow over roughly two days before base patching begins. Fleet Maintenance Garage and Fire Station 11 Construction
At the Fleet Maintenance Garage, crews completed excavation and concrete slab work for the StormTrap stormwater detention facility and finished drain tile installation; upcoming work includes excavation for the trash enclosure, StormTrap structure installation, CMU masonry at the south elevator, and underground plumbing. At Fire Station 11, the StormTrap was set and stormwater utility connections begun, with foundation excavation and rebar work for concrete pouring scheduled to start the following week on the north side.
Shermer Road Corridor and New Development
Contractors planted shrubs and perennials in medians on Shermer Road between Willow and Walters during the week of June 15 and are completing punch list items and cleanup. Separately, a new padel facility at 2985 Shermer Road has been approved and construction has begun; the Plan Commission unanimously recommended approval of Lexington Homes' final plan for a 53-unit townhome development at 1825 Shermer Road, which received concept plan approval from the Village Board in late 2025.
Summer Events and Staff Notes
Spring Clean-Up Day runs Saturday, June 20 from 7 a.m. to 1 p.m. at the Fleet Maintenance Garage (1227 Cedar) and Public Works (655 Huehl); IDs required, and landscape waste, hazardous materials, electronics, tires, and construction debris are not accepted. The 4th annual Grapes on the Green begins at 4 p.m. the same day at Village Green Park, featuring wine tastings, live music, art, and games (bring a blanket; light snacks provided, tickets required). The Northbrook Fourth of July celebration on July 4 includes a parade at 4 p.m. and fireworks at dusk — notable this year as Northbrook marks its 125th anniversary and the U.S. its 250th; details at northbrook4thofjuly.com. Volunteers are also needed for the Northbrook Grand Prix on July 23 for registration, course marshaling, and other roles (no experience required). On the staffing front, new IT Intern Johnpaul Ntamere joined June 15; staff held an in-service day June 19 covering CPR/AED training, the new Strategic Plan, and updated Village Board Protocols.
