Manager's Report — 07 Aug 2026: New Police Chief Sworn In This Week

The Village Board holds two meetings on Tuesday, August 11, 2026. The Committee of the Whole convenes at 6 p.m. in the Terrace Room, followed by the Regular Village Board Meeting at 7:30 p.m. in the Board Room.

Northbrook Days Festival / West Metra Commuter Lot Closure: The festival continues through Sunday, and the West Metra Commuter Lot remains closed through Tuesday, August 11, reopening Wednesday, August 12. Alternative parking is available at 1657 Shermer Road and the East Metra Commuter Lot; additional Metra parking is available at North Glen (Glenview) and Lake Cook Station (Deerfield). Commuters are asked not to use spaces reserved for downtown businesses during the closure. Questions: 847-664-4010.

Cone with a Cop: Wednesday, August 12, from 11 a.m. to 1 p.m. at Northbrook McDonald's, 200 Skokie Blvd. Residents can meet Northbrook police officers, take photos in a police car, and receive a free vanilla cone.

Northbrook Brewfest: Saturday, September 19, from 3–7 p.m. in Village Green Park. The 6th Annual Brewfest features craft beer tasting, live music, a photo booth, and games. Food is available from surrounding restaurants or attendees may bring a picnic. Tickets will be available on the Northbrook Park District webpage.

July 27 Storm Recovery: Public Works crews continued responding to storm-related service requests and cleanup. Staff dedicated approximately 415 hours to storm response, including removing downed trees and large limbs from roadways and parkways and clearing debris from streets and storm inlets.

Water Main Leak Detection Begins August 10: Starting next week, contractor ADS, LLC will use audio equipment attached to hydrants and valves to listen for leaks in the water distribution system. Residents may see ADS crews working in parkways but crews will not enter any residences. The program is intended to catch leaks early and reduce the need for emergency repairs.

FY 2026–27 Concrete Street Patching — Charlemagne Subdivision: Due to weather delays, contractor Schroeder & Schroeder, Inc. is now expected to begin concrete removal the week of August 17. Work starts on the even-numbered side of Bernay Drive (Laburnum Drive to Versailles Drive) and continues to Versailles Drive (Bernay Drive to Bordeaux Drive). Temporary lane closures, parking restrictions, and limited driveway access are expected; advance notice will be given before driveways are affected. 2026 Water Main Improvements — Pfingsten Road: This week, crews excavated bore pits along Grace and Pfingsten roads. Next week, crews plan to install the water main beneath Pfingsten Road, continue east along Grace Road, and complete a planned water main shutdown on Thursday, August 13, to connect the new main to the existing system. Residents will receive 72-hour notice before the shutdown. The westbound lane at the Grace Road entrance will be closed, with one lane maintained for two-way traffic. Shermer Road Corridor Improvements: This week, the contractor poured the concrete foundation for the Rectangular Rapid Flashing Beacon (RRFB) at Farnsworth Lane; installation of the RRFB is scheduled for next week. An RRFB uses bright, irregularly flashing yellow LED lights to alert drivers that a pedestrian is waiting to cross at an uncontrolled, marked crosswalk. The contractor also plans to continue punch list work, including placing topsoil and installing signs in parkways and medians. Fire Station 11 Construction: The contractor is completing building foundations before beginning backfilling operations. Site electrical rough-in work continues. Installation of concrete masonry units (CMUs) is anticipated to begin the week of August 17.

Fleet Maintenance Garage Construction: This week, crews completed installation of hydraulic lifts, underground plumbing, and roof removal. Work planned for the week of August 10 includes continued geothermal drilling, office area framing, preparing the garage floor for radiant heating tubing, and installing new sanitary sewer service lines.

Development — Pulte Homes Application at 1901–1975 Cherry Lane: A zoning application was received from Pulte Homes for a mixed-use Planned Unit Development at 1901–1975 Cherry Lane, including two retail structures and three 50-unit for-sale luxury condominium buildings. The application is available on the Village website.

New Business Permits and Licenses: Building permits were issued for a construction trailer and generator at 2985 Shermer Rd for Proximo Padel, a pickleball/paddleball recreational facility. A business license was issued for 360 Immediate Health Care, an urgent care medical facility at 796 Skokie Blvd.

E-Bikes & Micro-Mobility Rules: The Village reminds residents to review local rules governing e-bikes and other micro-mobility devices, covering where to ride, age requirements, and other regulations. Information is available on the Village's E-Bike and Micro-Mobility Rules webpage.

Deputy Chief Marc Fainman took the Oath of Office this week to become the 25th Police Chief of the Northbrook Police Department. A formal swearing-in ceremony will be held at the August 25, 2026, Village Board meeting. Chief Fainman has served the Northbrook Police Department since 2006; his promotion follows the retirement of Chief John Ustich on July 1, 2026.
