Downtown TIF District: Registry and Public Hearing Process
The board will consider two ordinances advancing a proposed Tax Increment Financing (TIF) district for Downtown Northbrook. The first would establish an "Interested Parties Registry," a required procedural step under state law for municipalities pursuing TIF designation. The second would authorize convening a Joint Review Board on October 15, 2026 at 5:30 p.m. and set a public hearing before the Village Board for November 10, 2026 at 7:30 p.m. A TIF district, as described in the agenda, is a state-authorized tool that directs future growth in property tax revenue within a defined area toward eligible infrastructure and redevelopment costs within that same area. The Village has already conducted a study to determine downtown Northbrook's eligibility.
Sales Tax Rebate Incentive for Downtown Businesses

The board will also consider waiving competitive bidding to approve up to $25,000 in electrical work at the Village-owned Crestwood Senior Living Facility, where unplanned repairs were discovered during the second phase of roof replacement.
