Manager's Report — 25 Sep 2026: Meadow Plaza Review Process Kicks Off

There are no Village Board meetings scheduled for the week ahead. The Zoning Board of Appeals will hold its regular meeting on Monday, September 28, 2026, at 7 p.m., with three public hearings on yard variation requests for single-family residential properties.

Police: The weekly police bulletin has been updated for the week ending September 25, 2026.

Citizen's Police Academy: The program completed its fourth week with a session on DUI enforcement. Participants learned about impaired driving dangers and completed a hands-on obstacle course exercise while wearing impairment simulation goggles.

Car Seat Safety Event: Northbrook Police Certified Technicians hosted a free car seat check event at the police station (1401 Landwehr Road) on September 24, 2026, from 11 a.m. to 2 p.m.

Issued Building Permits:

• An alteration permit was issued to Bank of America at 1033 Skokie Boulevard, Suite 500, for 5th floor office renovations.
• An alteration permit was issued to DND Fire Protection for 1st and 2nd floor office renovations and a new storefront at 2909 MacArthur.

Development and Planning Services shares year-to-date information on 2026 commercial building permits, new business licenses, development applications under review, and new construction on the Village website.

Meadow Plaza Public Engagement Events The Village has posted application documents from the Meadow Plaza developer to the Village's Meadow Plaza Development webpage, giving the public a chance to review materials ahead of upcoming meetings.

• Staff Open Houses — September 28, 4–6 p.m. and September 29, 11 a.m.–1 p.m., Village Hall, Sandra "Sandy" Frum Board Room. Village staff will answer factual questions about the development review process and the zoning application.
• Listening Sessions with Village Board Members — September 30, 5:30–7 p.m.; October 1, 2:30–4 p.m.; October 2, 9:30–11 a.m., Village Hall, Sandra "Sandy" Frum Board Room. Trustees will be available to hear residents' concerns and ideas about Meadow Plaza.
• Developer-Hosted Community Meeting — September 29, 6:30–8 p.m., Hilton Northbrook, 2855 Milwaukee Ave. Pulte, the developer, will host this meeting. The report notes this is not a Village-led meeting.
• Plan Commission Special Meeting — October 6, 6 p.m., Techny Prairie Activity Center, 180 Anets Drive, Northbrook. The Plan Commission will conduct a public hearing on the Meadow Plaza proposal. The public may submit written comments in advance or speak during the hearing.

Northbrook Fire Department Open House — Saturday, October 3, 9 a.m.–12 p.m., Fire Station 10, 650 Huehl Road. The annual open house features fire truck tours, equipment demonstrations, and fire safety information for kids and families in recognition of Fire Prevention Week. Parking is available at 655 Huehl Road.

Shermerfest — Sunday, September 27, Village Green Park and Northbrook History Museum, 1776 Walters Ave. The 48th annual Shermerfest includes food, family activities, and the "Classic Northbrook" CARavan and Car Show.

125th Anniversary Open House — Sunday, November 15, 2–4 p.m., Village Hall. The community celebration includes music, a Village birthday cake, Touch-a-Truck, historical displays, and local artwork. At 3:15 p.m., attendees are invited to help recreate a community photograph originally taken in 1925. More information is available at www.northbrook125.com.

Skokie Boulevard Resurfacing: During the week of September 28, curbside lanes within the project corridor will be closed from 7 a.m. to 5 p.m. for curb and gutter replacement. Phase 2 Crestwood Senior Housing Replacement: During the week of September 21, the contractor finished removing old roofing from the southern building and began installing new roofing material. Completion is anticipated during the week of September 28, weather permitting.

FY 26-27 Concrete Street Patching Improvements:

• Charlemagne Subdivision: Concrete and asphalt driveway apron patching, sprinkler restoration, and mailbox restorations were completed the week of September 21. The week of September 28, landscape and mailbox restoration continues along with joint sealing of replaced concrete panels.
• Sky Harbor Business Park: Storm sewer structure adjustments and remaining concrete panel replacements were completed the week of September 21. Joint sealing of replaced panels is anticipated to begin the week of September 28.

2026 Water Main Improvements & Asphalt Street Rehabilitation: Asphalt rehabilitation work is expected to continue through the week of September 28. Fire Station 11 Construction: The week of September 21, crews completed installation of the water tap structure and outlet control structure (OCS), installed a cleanout in the southeast portion of the site, continued concrete masonry unit (CMU) installation at the apparatus bay mezzanine, and began installing precast planks at the hose tower and framing on the north side. The week of September 28, crews are expected to continue structural steel installation, CMU work at the hose tower and apparatus bay mezzanine, and framing on the north side.

Fleet Maintenance Garage Construction: The week of September 21, the contractor continued geothermal drilling, mechanical/electrical/plumbing rough-in and framing in the office area, and roof and exterior soffit installation over the office area. The same work streams are expected to continue the week of September 28.
